Charles Lancelot Andrewes Skinner (3 August 1853 - 13 April 1934) was an army officer and local politician.

The son of Charles Binny Skinner a Scottish East India Merchant, he was born in Calcutta and educated at Eton and at Trinity College, Cambridge.

He was commissioned as a sub-lieutenant in January 1875, joining the 5th Lancers. He was promoted to full lieutenant in the 4th Hussars in June 1876. He retired to the reserve of officers in 1883.

He entered business as a merchant based in London.

In 1889 he became a captain in the 4th (Militia) Battalion, Gloucestershire Regiment and in 1895 a captain and honorary major in the 3rd (Militia) Battalion, Suffolk Regiment.

Member of the London School Board, elected for Westminster 1894 1897 1900.

Municipal Reform Party member of the London County Council elected 1907 1910 (resigned 7 February 1911) for Kensington North.
