History[]

The Stepney Reconstruction Group was an unofficial group led by Dr. J.J. Mallon at Toynbee Hall that through the early years of the 1940s, had been studying the causes of bad living conditions in Wapping and the wider Metropolitan Borough of Stepney. In 1943, they held an exhibition titled Stepney Today and Tomorrow at the Whitechapel Art Gallery. A 1945 written report, called Living in Stepney, was an attempt to summarise the past, present and possible future of Wapping and the borough.[1]
